Local government officials, community leaders, and citizens representing the City of Charlevoix, Hayes, Charlevoix, Norwood, Marion, and Eveline Townships particated in a series of meetings to develop a common vision for the Charlevoix area. Two visioning sessions were held in May of 2004 to determine what issues participants were concerned about. Participants answered two questions; "What is this place?" and "What does this place want to be?" These meetings resulted in a set of guiding Principles. In June of 2004 three groups participated in a charrette where each group developed and presented their plan for the region. They voted on the components of these of these plans, and incorporated the most popular components into a composite plan. After the composite plan was reviewed and refined by Township Boards and Planning Commissions a meeting was held in Oct of 2004 to present the plan. The need for integovernmental cooperation was emphasized.
