What We Do:
The purpose of the code is to establish minimum requirements to safeguard the public safety, health and general welfare through affordability, structural strength, mean of egress facilities, stability, sanitation, light and ventilation, energy conservation and and safety to life and property from fire and other hazards attributed to the built environment and to provide safety to fire fighters and emergency responders during emergency operations.

Attention Contractors
 A copy of your Residential Builder's License will be requested for our records. All contractor information on applications must be completed per State of Michigan requirements.

The Following Items May Need To Be Submitted With Your Permit Application:
1. Present your 3,4 or 5 digit address of the job site.
2. A valid septic and well permit is needed from the Health Department if the site does not already have access to municipal sewer/water. Contact the Health Department at (231) 547-6523 located at 220 W. Garfield St., Charlevoix MI, 49720.
3. A Zoning Permit will be needed to ensure local ordinances are met. Download a listing of current zoning administrators below.
4. A complete, signed application by the proper applicant. The person who is "actually doing the work", the Contractor, or the homeowner.
5. One (1) set of construction plans are needed. These plans will be returned to you after the plan review has been completed.
6. Sealed, stamped plans will be required for all commercial jobs and residences over 3500 square feet. An architect's or engineer's seal and signature is required.
7. Truss certifications for all structures using purchased trusses. A copy is to be kept at the job site for the rough/frame inspection, and then it will be filed in the permanent file at the Department of Building Safety.
8. A Soil Erosion Permit may be necessary to comply with Michigan Public Act 451 of 1994, Part 91 Soil Erosion and Sedimentation Control. If your project is within 500 feet of a lake or stream, OR if you are disturbing more than one acre of earth, then contact Marc Seelye, the County's Soil Erosion Control Officer at (231) 547-7236.
Obtain a copy of the SOIL EROSION AND SEDIMENTATION CONTROL provisions of Public Act 451 of 1994 by clicking on the following link: www.michiganlegislature.org or downloading the statute below.
9. A Wetlands Permit from the Michigan Department of Environmental Quality may be necessary. Call the Land & Water Management Division office in Gaylord at (989) 705-3450.
10. If a pre-manufactured home is being installed, then the application must be accompanied by a "building systems approval report" from the Michigan Department of Energy, Labor & Economic Growth along with one (1) set of plans.
11. HUD/Double-Wides: The application must be accompanied by a "recommended foundation plan with tie-downs", and a floor plan, from the Contractor or person actually doing the work.
12. An Electrical Permit may be necessary.
13. A Plumbing Permit may be necessary.
14. A Mechanical/Heating Permit may be necessary.
Homeowners may take out their permits only if they are actually doing the work.
15. Please contact the Charlevoix County Road Commission at (231) 582-7330 if driveway culverts need to be installed or if a driveway permit is necessary.

When a permit is required: 
Any owner or owner's authorized agent who intends to construct, enlarge, alter,repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit.(MRC R105.1) 

 
When to call for inspection:
Footing Inspections: Building Permits: Conducted when excavation is completed, forms and reinforcing are in place (prior to pouring concrete).

Foundation: Building Permits: Conducted when foundation walls are complete, reinforcing and anchors installed, damp proofing or waterproofing and drainage system installed and prior to backfilling.
Rough Inspections: Electrical, Plumbing, & Mechanical Permits: Prior to the installation of insulation and interior finish materials.
Rough Inspections: Building Permits: Conducted when all sub-trades (electrical, mechanical, and plumbing), have been roughed in and approved. This type of inspection occurs prior to the installation of insulation and interior finish materials.
Insulation Inspections: Building Permits: Conducted after building rough is approved and prior to the installation of interior finish materials.
Final Inspections: All trades/permits: Conducted after all construction work has been completed.

When is a Electrical permit required:
Electrical permit is required when installing new electrical wiring, equipment or alteration to electrical wiring. (Part 8 MECR 80.19) 

When to call for inspection:
Service Inspections:
Electrical Permits: Conducted when meter base and panel is set and grounded.
Underground Inspections:
Electrical: Conducted after all trenches or ditches are excavated and piping or wiring is installed, prior to pouring concrete or backfilling.
Rough Inspection needs to be done be for the walls are covered , all outlet boxes need to be stripped out and made up.
Final inspection are done when all lights, outlets and switches are installed, the project is complete.

The holder of the permit or his or her duly authorized agent shall notify the code official when work is ready for inspection. the permit holder shall provide access to and means for inspections of work that is required by the code. An enforcing agency shall perform the inspection within a reasonable period of time after the request for inspection is made.(Part 8 MECR 80.22)

Required Permits:
When any owner or contractor constructs, erect, enlarge, alter, repair, move, convert, replace, install, demolish or change the occupancy of a building or structure which is regulated by this code, shall first make application to the building department and obtain the required permit for the work.

Required Inspections and Testing:
Underground drain and water lines before any backfill installed and required pressure test by water or air.

Rough-in of sanitary, storm and water distribution prior to the installation of wall or ceiling membranes. Required pressure test by water or air.

Final shall be made when all plumbing fixtures are in place, connected and building is ready for occupancy.

Backflow Preventers with test ports shall be tested at time of installation by Michigan State approved licensed tester only (permit is required). Tester shall submit a completed county approved test form to this department (list of forms below).

Shower panning and wall protection systems shall be inspected before tile or other wall covering installed.

Inspection Request:
It shall be the duty of the permit holder to notify the code official when work is ready for inspections and provide access to project as required. Inspections will be completed with-in a reasonable period of time as required by the code.

Plumbing Installation Guide Lines:
Check code books listed above for complete code requirements.

Residential:
Fixtures shall be vented in accordance with section P3101.2.1 and vent systems per chapter 31 of the code.
Drain lines shall be pressure tested with air or water: Air test 5 psi for 15 minutes or Water test 10-foot of head pressure for 15 minutes.
Water lines shall be pressure tested with air or water: Air or water 50 psi or pressure of system for 15 minutes.
Copper lines for potable water shall use lead free solder with water soluble flux that conforms to ASTM B-813.
Use only approved glue for PVC, CPVC and ABS plastic pipe and fittings no ALL PURPOSE GLUE can be used.
Shall install required fire-blocking at all floor, ceiling, top and bottom of walls penetrations.
Cannot install tees on horizontal drain lines, only Y's with or without 45 can be installed.
Shower/tub valves shall be pressure balanced or thermostatic mixing valves and shall conform to ASSE 1016.
Tubs and whirlpools with two handle fill valves shall have ASSE 1070 mixing valves installed.
Minimum size sewer vent through roof or side wall shall be three inch.
Minimum slope for two inch and small drain lines shall be 1/4 inch of fall per foot. Three inch and larger drain lines shall be 1/8 inch of fall per foot. 
Water heater protection pans with drain shall be installed when heaters installed on wood floors.
Install trap seal protection as required.

Commercial:
Submit drawing and other information with plumbing permit application for plan review.
Drawings are required to bear Architect's or Engineer's seal and signature.
Exceptions:
Buildings with plumbing fixture count less than 12.
Alterations or repair work determined by Code Official to be minor in nature.

Fire Protection Codes:
NFPA-13-2010, NFPA-13D-2010, NFPA-13R-2010 and NFPA-24-2010.

Mechanical Installation Guide Lines:

Residential:
Submit heating/cooling sizing information in accordance with ACCA Manual S and Manual J section M1401.3.
Force-air furnace systems programmable thermostat required.
All ducts shall be insulated in accordance with the energy code N1103.2.1.
All duct joints shall be sealed in accordance with UL 181 requirements see section M1601.4.1.
Duct leak test shall be verified at rough-in or post-construction by approved tester.
Mechanical ventilation shall be provided sections N1103.5 and M1507.
Boiler or AC piping shall be insulated to R-3 when above 105 degrees F or below 55 degrees F.
Shield plate protection shall be installed where piping is less than 1-1/2 inches from framing member face and shall extend two inches above and below any framing member as required by sections M1308.2 through M1308.2.3.
Make-up air required for kitchen exhaust systems of 400 cfm or more and shall be equal to exhaust system output.
Combustion-air shall be installed for all fuel-burning appliances.
Gas pipe systems shall be in accordance with Chapter 24 of 2015 Michigan Residential Code.
Exposed gas pipe (other than steel pipe) shall be marked with yellow labels not to exceeding five feet.
All gas pipe shall be pressure tested for leaks.

Commercial:
Submit drawing and other information with mechanical permit application for plan review.
Drawings are required to bear Architect's or Engineer's seal and signature.
Exceptions:
Family dwellings with total heating/cooling system input rating is less than 375,000 Btu's.
Business, mercantile and storage buildings having HVAC equipment only, with one fire area not more than 3,500 square feet.
Alterations and repair work determined by the Code Official to be of minor nature.

When do you need a permit:
Projects in Charlevoix County that require Part 91 SESC Permits.
     1. If you plan to move or fill earth within 500ft of a lake or stream.
     2. If the change exceeds more than one acre.
     3. Active gravel mining operations that are within 500 ft of a lake or stream or exceed 1 acre in size.

See Natural Resources and Environmental Protection Act 451 of 1994, Part 91 for more information.

Storm Water Management Ordinance:

Projects in Charlevoix County that will require a Storm Water Permit under the 2012 Uniform Storm Water Management Ordinance for Charlevoix County.

I . Industrial l and commercial development regardless of the size or location, with the following exception: A proposal for redevelopment or alteration of an existing commercial or industrial site with a maximum total increase of ten percent (I0%) of the impervious surface in existence on May I , 20 I O or 4,356 square feet, whichever is less, shall not be required to Uniform Storm Water Management Ordinance for Charlevoix County Effective November 30, 2012 Page 7 meet the design standards of this Ordinance. Greater than a ten percent (10%) increase in the impervious surface in existence on May I , 20 I O or more than 4,356 square feet of additional impervious surface shall require storm water management measures in accordance with the design standards of this Ordinance for the entire increase.

  • All subdivision developments as defined by Section 102 of Public Act 288 of 1967, as amended, regardless of size, location or environmental sensitivity.
  • All site condominium developments or condominium developments as defined by Public Act 59 of 1978, as amended, Section 559.10 I et seq. of the Michigan Compiled Laws regardless of size, location or environmental sensitivity.
  • A mobile home park, manufactured housing development , or campground .
  • Public and private roads which either provide access to five (5) or more parcels, are more than five hundred (500) feet in length, and/or have a grade of ten percent (10%) or greater.
  • A private driveway that is at a ten percent ( I 0%) grade or greater, sloping down toward the intersecting road . Section 3.2

The Townships of Chandler and Peaine, and the cities of Boyne City, Charlevoix, and East Jordan did not adopt the 2012 Uniform Storm Water Management Ordinance for Charlevoix County. Contact these municipalities for storm water issues located in their jurisdictions.

When to call for inspection:
When landscaping and planting is complete
